The Children In Pretrial Detention: An Unresolved Global Crisis, is an update to our 2018 report Children In Pretrial Detention: Promoting Stronger International Time Limits. The majority of children incarcerated in the justice system are awaiting trial. According to the 2019 United Nations Study on Children Deprived of Liberty, there are nearly 2.5 times more children in pretrial detention than children serving sentences in justice systems around the world. While no follow-up estimates are available, the COVID19 global pandemic and its aftermath have generally extended the length of time it takes to resolve cases at the same time that many countries incarcerating more children. That is to say, it is highly probable that the pretrial detention crisis identified in the Global Study has only gotten worse in the intervening years.
