Youth and staff must be in an environment where they experience positive relationships with each other; expectations are clear; compliance with rules is encouraged through positive behavior interventions; and staff are well trained to help prevent and de-escalate conflict and crises. It includes the facility’s rules for restraint, the use of physical force, room confinement, discipline, due process and responses to rule violations. This section also addresses the facility’s response to young people’s concerns and complaints through an effective grievance process.
