Youth in detention are, first and foremost, adolescents. Youth should report that they are involved in the same kinds of age-appropriate, healthy and educational activities that they would experience in the community. These standards ensure that detained youth receive a full academic education, with special services for youth with disabilities or limited English proficiency. Youth should go outdoors regularly; engage in physical exercise; participate in a range of enrichment, skill-building and recreational activities; have the opportunity to practice their religion; and have time and space for quiet time, rest and reflection.

This section also covers the ways youth are encouraged and motivated through therapeutic interventions, positive reinforcement, celebrations of success and incentives for good behavior.
